韓国軍は5月28日、北朝鮮が飛ばしたと見られるごみや汚物が入った「プロパガンダ」風船を確認した。風船には反韓メッセージが書かれたビラが含まれており、150個以上が韓国に飛来した。

韓国軍は爆発物処理班と化学・生物兵器対応チームを派遣し、住民に対して屋外活動の自粛を呼びかけた。北朝鮮は以前から、韓国からの金正恩体制を批判するビラの散布に不満を述べており、今回の風船はその報復とみられている。

北朝鮮は26日に今回の行動を予告しており、韓国当局は「低レベルで危険」と非難している。
